In the end it's the parents who have to teach children morals, not the TV.
Preschool shows do need to have to have good morals since they appeal to a really young audience. But, cartoons made for older kids don't always have to teach kids morals. And, Ed, Edd n' Eddy and The Loud House are good examples of this.
Sure, they might have some morals thrown in them. But, they are purely meant for entertainment and neither of them are meant to teach kids anything. And, some cartoons like Looney Tunes, The Flinstones and, The Ren and Stimpy Show for example have educational value thrown out the window.
As far as cartoons and shows or older kids go, I do agree with this statement. And as for adult cartoons and other live action shows, I also agree with this. But, I do disagree with this for preschool shows. But the thing is, I don't really watch much of any preschool shows unless if I want to relive my early childhood. Some shows don't need to be made to educate good morals. They can just be great to watch and as long as a cartoon is great to watch and makes you laugh or makes you have a smile on your face. Then, it's all cool and good. There's a lot more to this than what people realize.
